Police strobe lights in civilian vehicle?
I have a friend who has red/blue strobe emergency lights on his civilian vehicle. He has ordinary plates, no credentials whatsoever. Is it legal for him to have it and not seen using it? Is it illegal to have it on the windshield or dashboard? What happens if he is caught using it by authorities? I would appreciate and prefer advice from law enforcement personnel or those familiar with law. Thanks
