My Subaru legacy is ALWAYS putting out heat.?
Hi, no matter the position of the control lever, the heat is still coming into the passenger compartment.
I move the lever while looking under the dash and the cable is moving the other lever under the dash to its' full range of motion.
Car is a 1995 Legacy "L" model.
What could be the problem?

There is a Heater ByPass Valve located in Eng Compartment,It will be in
the Incoming water Hose to Heater-Core;The Valve is staying open;Sometimes Elec: Controlled,Sometimes Vacum controlled;
