it shows a waves in background i moved the speakers away either the modem and stopped using wireless mouse just in case and i moved it away the wall about 40 CM and i even changed the place of the power cable and i both of connection way DVI and D-Sub and every time i did one of my tries it stops blinking and after a few hours it starts againg this blinking "waves"

So you mean the screen gets distorted in a waves pattern, or something else. A wireless mouse does not radiate a magnetic field. So would not interfere with the LCD monitor. And distortion like waves or similar effects are only caused by magnetic or electro interference fields.
Typically LCD's only react that way if the source is close by. Meaning if I were to place a magnet on my desktop underneath my LCD panel, the distortion wave pattern happens on the bottom of the screen, closest to the magnet. Try to discover where the distortion may be happening using this as a guide.
I'm thinking it may be one of two things, your cable should be a shielded one, or you have a faulty monitor and it needs repair or replacing.
