Every car that I ever driven has sound that only goes away after few minutes. Also there is a light that stays on if belt isn't used.
You haven't ridden in very many cars, have ya? They've only had this standard in most vehicles for the past few years.
4x4's often do not have this either.. as we don't wear seatbelts when light-duty offroading in the backcountry. That would be SO annoying.
They are also very easy to defeat.. you can just buckle the belt, and then sit on top of it.
Also; welcome to government 'inaction'. If there is a way to spend your money, they will. Somebody's brother-in-law owns a sign shop, be sure of it. Wasting your taxes is the government's mantra. But, without the signs, you could use the argument in court that you were not aware of the law. If you had gotten your license before the law was passed, that would be a plausible argument.
It's an idiotic law regardless.. Massachusetts voted it down in the 80's.. then the Fed extorted MA into reinstating it by withholding highway funds.
